The total number of human living in the world  of the Universal Declaration of Human Rights are about 6500 million  . Europe  have 48 states and population is about 710,million , of which human of  Belarus    are about  9.7 million    which require human rights protection..   general information report is that :Belarus became independent in 1991, following the collapse of the Soviet Union. Belarus has been ruled with an increasingly iron fist since 1994 by President Alexander Lukashenko. In early 2005, Belarus was listed by the US as Europe's only remaining "outpost of tyranny". However, since late 2008, there have been signs of a slight easing of tensions with the West. Soviet-style economy is considered to have been subsidized by cheap Russian gas  Belarus has a key oil and gas pipeline from Russia to Europe runs through Belarus .Belarus remains heavily dependent on Russia to meet its own energy needs and a considerable proportion of Russian oil and gas exports to Europe pass through it. There was a sharp rise in tension between the two countries at the end of 2006 when Moscow threatened to cut the gas supply until Minsk reluctantly agreed to a deal more than doubling the price.
government's human rights record remained very poor as Belarus  authorities continued to commit frequent serious abuses. The right of citizens to change their Belarus  was severely restricted. Belarus  failed to account for past politically motivated disappearances. Prison conditions remained extremely poor, and reports of abuse of prisoners and detainees continued. Arbitrary arrests, detentions, and imprisonment of citizens for political reasons, criticizing officials, or for participating in demonstrations also continued. Some court trials were conducted behind closed doors without the presence of independent observers. The judiciary branch lacked independence and trial outcomes usually were predetermined. Belarus  further restricted civil liberties, including freedoms of press, speech, assembly, association, and religion. Belarus  seized published materials from civil society activists and closed or limited the distribution of several independent media outlets. State security services used unreasonable force to disperse peaceful protesters. Corruption continued to be a problem. Nongovernmental organizations (NGOs) and political parties were subjected to harassment, fines, prosecution, and closure. Religious leaders were fined, imprisoned or deported for performing services, and churches were either closed, deregistered, or had their congregations evicted. Trafficking in persons remained a significant problem, although some progress was made to combat it. There was discrimination against Roma, ethnic and sexual minorities, and against use of the Belarusian language. Authorities harassed independent unions and their members, severely limiting the ability of the workers to form and join independent trade unions and to organize and bargain collectively

Report online information based on U.S. Dept. reports on human rights, and online Amnesty reports on human rights and many local  rights Activists reports is that the Belarus  generally respected the human rights of its citizens, there has been violation of human rights in some areas. Security forces continue violation of human rights of prisoners and detainees. Prison and conditions of pretrial detention continued to violate human rights and remains poor. Violation of human rights by police corruption and impunity continues, and so are violations of human rights of women, children and minorities. Although some progress has been made towards the fight against trafficking in human beings, it remains a problem. Human rights of children to education and human rights of women to dignity as contained in the declaration of human rights are constantly violated by the police Belarus  itself. Human rights child, the rights of persons with disabilities, human rights and housing, employment rights, human rights for refugees, human trafficking are violated on several occasions and there is no control over it by the Belarus  and adequate redress system is not available. Online Refugee Rights UN reports of the Agency continuing reports of grave violations of human rights of children, women, stateless persons and children seeking asylum in Belarus .Information report is that in violation of the declaration of human rights, the children continue to be used as store clerks, car washers, shoe shiners etc . Information reports of children in Belarus are trafficked for commercial sexual exploitation and forced labor. Although some progress has been made towards the fight against the violation of human rights, Belarus  need more.
Right information report is that ,by now, the European Court of human rights was instituted as a permanent entity with full-time judges on 1 November 1998, replacing the then existing enforcement mechanisms, which included the European Commission of Human Rights created in 1954 and the European Court of Human Rights, which had been created in 1959. Since country is its member and has ratified it , Andorra people can seek relief against violation of human rights from it, following European Court of human rights  and procedure
